The products creation itself was sold by the young Prince to the Merchant Association and the Void Auction Association in a three way deal which benefited the Duan Kingdom more. Not only did it provide protection but also 14% royalties on all future sellings and products which caused an influx of cash flow. Not to mention the many people coming to work for the imperial palace which made my father pleased since he wasn't fearful of leaks. Thanks to being able to put the seals on them and with the help of the two Yamanakas in the core ring it went way smoother in choosing who enters and who doesn't as well as who wishes to infiltrate and why.
